Driver's license photo — rules that actually work (2026)
Most driver's licenses in the world use a passport-style photo captured at the counter — a moment most drivers regret for the next 10 years. In the US, UK and EU you can now submit a photo from home for renewals, and the rules are almost identical to the passport photo standard.
US DMV — state-by-state renewal photo
About 30 US states allow online driver's license renewals with a self-submitted photo. The specs vary slightly by state but all follow the same core rules: 2×2 in style, white or off-white background, neutral expression, no glasses.
UK DVLA — photocard renewal
The DVLA reuses the passport photo already on file for driver's license renewals. If your UK passport is valid, you can request the DVLA use that same photo — no new upload needed. Otherwise a 35×45 mm HMPO-standard photo can be submitted online through the DVLA portal.
EU — European driving license standard
The EU driving license (Category B) uses a 35×45 mm photo aligned with the national ID card standard of each member state. Germany, France and Italy require a biometric photo taken within the last 6 months.

The 3 rules that never change
Whatever country, the driver's license photo has three universal rules — the same ones that apply to passports.
- Neutral expression, mouth closed, both eyes open.
- No glasses (rule since 2016 in most countries).
- Plain background — white, off-white or light grey per country.
